In practice there are often many possibilities to decrease the phenomenon of congestion in a transport network by increasing the capacity of that transport network (e.g. by building a new road, adding additional lanes to an existing road, etc.). Because of the many possibilities which have to be investigated, the process of decision making is extremely complex. To help the planner in finding a feasible solution, a model has been developed which selects the optimal combination of possibilities on the basis of minimum travel time costs and investment costs. The optimization model has been applied to determine the optimal structure of the main road network desired in north-eastern part of the province Brabant.
