Abstract

Report of the first phase in an ILO project to develop guidelines for project formulation and implementation of labour-based contracting projects. Reports on a study tour of labour-based contractor training projects in Ghana, Kenya, Uganda, Lesotho, Zimbabwe and South Africa. Volume One identifies the key issues from various project experiences, i.e. project preparation, training, contract documentation and detailed implementation. Volume Two contains detailed descriptions and analyses of the various country projects, the applicability of the projects and alternative approaches.
