TOKİ’nin sosyal konut ve lüks konut projelerinin değerlendirilmesi: Ankara örneği

Abstract

Kentlesme ve hizli nufus artisi, artan konut ihtiyacini gundeme getirmektedir. 1950’li yillardan beri Turkiye’de devletin surdurdugu konut politikasi, genel olarak, ekonomik krizlerin asilmasinda ve farkli sektorlere sermaye birikimi saglamak amaci ile konut uretimini bir arac olarak kullanmak yonunde olmustur. Son yillarda ise kentlesme, konut ve kentsel donusum konularina onemle yer verilmis; 2003 yilindan itibaren yapilan yasal duzenlemelerle birlikte TOKI, konut politikalarinda ve kentsel donusum uygulamalarinda onemli bir aktor haline gelmistir. Yeterli donatilari olan, aktif bir cevrede, uygun maliyetli, uygun buyuklukteki konutlari tum nufus icin saglayarak konut sorununun cozumunde bir alternatif olma amaci ile on plana cikmasi beklenen TOKI, zamanla piyasa icin konut uretimini destekler hale gelmistir. Bu bakimdan tez calismasinda; toplu konut anlayisinin dogusu ve gelisim sureci ile TOKI’nin son donemlerdeki uygulamalari incelenmekte, kurumun tutum ve politikalarinin ne olcude sosyal konut politikasina yonelik oldugu ortaya konmaya calisilmakta, Ankara’da uretilen sosyal konut ve luks konutlarin yogunlastigi alanlar da goz onunde bulundurularak, guncel proje orneklerinin ortak ve farkli ozellikleri, sosyal ve luks konut parametreleri cercevesinde, gayrimenkul degerleme konusu ile de iliskilendirilerek degerlendirilmektedir. Abstract Urbanization and rapid population growth raises the increasing need for housing. Housing policies the government has been applying since 1950 generally focus on handling the economic crisises and managing investment savings by using house production as a tool. Urbanization, housing and urban transformation have been important issues in recent years. After 2003, with the help of new legislation, Housing Development Administration has become an important actor at housing policies and urban transformation. Having sufficient sources with affordable costs and being an alternative for housing problems, Housing Development Administration has begun to support the housing production for the market. Thus, this thesis work focuses on the development process of mass housing issue; recent applications, policies and acts of Housing Development Administration; compliances with social housing needs; common and different aspects of ongoing housing projects in Ankara, social and luxuary housing properties with general housing parameters in terms of real estate development.
