Abstract

Trying to obtain a synthetic representation of the local government reform strategies which have been implemented in the Italian context, leads to emphasize their transformation, from the initial season of metamorphosis of local government in 1990, until the moment of the current assessment in September 2002. The contrast between the initial and the current corpus of objectives and instruments mobilised in the reform is often forgotten in a literature which generally stresses the incrementalism (even if “disjunctive”) of the innovative process. These keywords were added by machine and not by the authors. This process is experimental and the keywords may be updated as the learning algorithm improves.
