Eficacia escolar en escuelas bilingües en Puno, Perú

Abstract

Descriptores: educación bilingüe - educación intercultural - rendimiento - eficacia escolar - educación rural School Effectiveness in biblingual schools, in Puno- PeruIt is estimated that between 40 and 50 million people in Latin America have an indigenous language as their maternal tongue. In the last decades at least 17 countries in the region have implemented intercultural bilingual education policies (called EBI or EIB). Peru has not been an exception. This study shows the results of fourth and fifth grade students in rural, multigrade classrooms in Puno, Peru, in achievement tests in mathematics and reading comprehension, and their repetition and drop-out rates. The students were enrolled in schools that were either EBI or monolingual in Spanish (ME). The schools were located in Quechua and Aimara provinces. The results showed equal results for both types of schools, or sometimes lower for students in EBI schools. Yet, when some of the characteristics of the educational processes in both types of schools were analyzed it was found that EBI schools were teaching in Spanish only, even though teachers had been trained in the use of bilingual educational materials and methodologies. Furthermore, many parents and students in EBI did not like this model, but would prefer the monolingual in Spanish. The article concludes with some of the challenges that would need to be faced in rural education in Puno, and possibly other schools in Peru and other countries in Latin America, if an EBI model is going to be implemented, which would go from identifying and/or training school teachers up to making EBI an educational priority beyond the rural, isolated schools that have been the only targets for the model. Keywords: bilingual education - intercultural education - achievement - school effectiveness - rural education
