Abstract The (implicit) assumption of many empirical studies of political representation is that ‘congruence between the preferences of citizens and the actions of policymakers constitutes a major claim and goal of liberal democracy’ (Huber and Powell 1994: 292). Empirical research offers ample evidence that from this perspective liberal democracy in most countries is far from perfect. In many instances the policy views of the members of parliament do not reflect the views of their citizens.
