This thesis provides an historical and theoreti cal account of the emergence of modern Literary education. It does so by reconsidering the relation between the idea of culture and the machi nery of government. The investigation is organised around two focal points: first, the circumstances in whi ch, at the end of the nineteenth century, a distinctively literary pedagogy - ' Eng li sh' - came to emerge in the apparatus of popular education; second, the relation between this occurrence and the appearance in the first decades of the present century of modern Literary criticism. These are the respective themes of the two parts of this study.
