This chapter explores the case of Cambodia's efforts to achieve “Education for All” by establishing bilingual education programs for indigenous ethnic minority children in the remote mountainous regions of the country's northeastern provinces. It provides a brief historical background to Cambodia's educational system, focusing on issues of access and languages of instruction. The chapter includes brief descriptions of current practices and programs that may be viewed within the larger conceptualization of bilingual/multilingual education. It then focuses on the development of bilingual education in Cambodia for indigenous ethnic minorities. Data for the chapter are drawn from a larger study incorporating analyses of policy and curricular documents, interviews with government officials and international and local staff members of nongovernmental organizations (NGOs) actively involved in bilingual education, and observations of bilingual teacher trainings and classrooms at bilingual primary schools.
