While numerous literature discuss urban land use planning theory, it is still unclear the framework that should drive \nplanning practice signifying the need for further interrogation of the subject. This work analyses evolution and \ndevelopment of planning from the human action theory standpoint, drawing on experiences from the UK, Japan \nand sub-Saharan Africa in the extant literature. It is established that evolution of planning and its practice over \ntime, although uneven across these areas, are rooted in human action. To ensure that planning contributes to \naddressing the sustainable development challenges confronting the world today, there is a need for planning \ndesign regimes and their practice to include human action-incentives.
