Abstract This book arises out of a conference held at Bristol University in April 1993. The conference was planned eighteen months previously. Our plans were prompted by the passage in England of the Criminal Justice Act 1991, a statute widely heralded as radical, though not as radical as some commentators wished, and the uncertain impact of which was eagerly awaited. The Act was the product of a long gestation during the course of which alternative legislative models were vigorously debated.
