An analysis of the four stages of program evaluation is presented in terms of evidence and proof. When reaction, learning, behavior and results are being evaluated, it is much easier to obtain evidence than proof. In some cases proof is impractical and almost impossible to get. Trainers are advised to aim for proof, but be satisfied with evidence that their programs are effective and communicate the findings to their superiors.
