The Planning Community Reflects on Enhancing Public Involvement. Views from Academics and Reflective Practitioners

Abstract

This article presents viewpoints from planners on how the practices of public involvement in planning activity may develop. It provides ideas, suggestions and critical reflections on how to improve access of citizens and groups to settings, how to build citizens’ capacity to negotiate and how to increase the impact of public involvement on decision making and the outcomes of processes. The article uses views expressed by academics and reflective practitioners in a Delphi Survey. The way in which the communities of planning academics and practitioners are considering these aspects provides insight into the opportunities for a new type of planning and the forms it may take. The answers point to the need to innovate through tailor-made approaches that empower participants and provide policies to consider and practical directions to explore. The answers also demonstrate the different views held by academics and practitioners.
