This article deals with the who, what, when, where and'why of public library services to young children in day care and to their adult caregivers. Descriptions are given of several note- worthy public library projects throughout the United States for this particular clientele. A profile of day care at the national level is reported, which includes documentation of current and projected enrollments; the general minimum qualifications and the average wages of staff; stafflchild ratios; and the impact of caregiver train- ing, group size, and childlcaregiver interactions upon the quality of care and the cognitive and social development of young children. The final portion concerns two specific environmental factors which contribute toward the literacy development and the library usage of young children, and contains practical suggestions for the initial planning and implementation of public library services to this special target audience.
