The article describes the reasons for the International Test Commission (ITC) embarking on the Guidelines on Test Use project, its aims and objectives. The methodology is outlined and the history of the project is reviewed. Issues associated with the identification of "generic" guidelines, which can be culturally contextualized, are discussed. The guidelines are intended to provide a valuable source document for national professional psychological associations and other organizations associated with testing. The particular merit of the ITC's approach is that the final guidelines will provide an international view on those areas where there is a consensus on what constitutes "good practice," without being prescriptive about how these guidelines should be implemented. Throughout the development process, a key issue has been that of where to draw the line between guidance and prescription. The approach adopted should provide sufficient freedom for local social, political, and cultural contextualization, while providing a clear set of limits within which such contextualization should take place. Following a second international consultation process, the text of the International Guidelines for Test Use has been finalized, and issues of how the guidelines should be used and embedded in practice are now being addressed.
