Is it possible to talk about Heritage in Africa without referring to theories elaborated in the Occidental world? This paper aims at analyzing the juridical frame and the actions established in Benin starting from an interrogation on the meanings attributed to this word, more specifically for Porto-Novo. If the local “translation” of exogenous notions is taken care of by the School of African Heritage, the actions for preservation and the development cannot be detached from the values and the objectives promoted by the International Institutions and, more recently, but the decentralized cooperation. The Heritage as an aim of the local development through the tourism is an exogenous invention, which local actors accept, with rare exceptions, in order to receive financing rather than for a personal conviction. The projects concentrate mostly on Architecture and Monuments, but have little success with the Porto-Novo population. Do they consider that the heritage is elsewhere? Thus the local populations, despite the participative initiatives, stay on the margins of the process.
