Centralisation and decentralisation in local government bargaining

Abstract

The system of pay bargaining in local government has been subjected to conflicting pressures, both from employers and trade unions, since the second half of the 1970s. The author argues that these difficulties will intensify under the increasing financial stress which local government is experiencing.
