The Achilles Heel of the Preservation of Documentary Materials in Sub Saharan Africa: Knowledge and Skills or Funding?

Abstract

SUMMARIES Budget allocation for preservation of documentary materials in sub Saharan Africa will remain limited. However, the preservation challenge does entirely depend on allocating “enough” funding. When is funding “enough”? The way out of the quagmire partly lies in equipping information professionals with skills and knowledge in collection management that encompasses preservation education. Without the necessary skills ad knowledge, information professionals are not likely to effectively allocate resources for their collection management activities in a creative and innovative way. Allocating resources to the preservation of heritage collections without training staff in preservation management may be a futile exercise. Les ressources financières affectées à la conservation des documents en bibliothèque ou en archives dans le Sud de l'Afrique demeureront modestes. Ce terme « modeste » reste à définir, mais, pour relever le défi de la conservation des documents existants, il faut mieux cerner les priorités en matière d'investissements. Pour résoudre ces problèmes actuels il faut former les collaborateurs en poste, leur donner les informations et les compétences requises pour un management de collection et améliorer leur savoir-faire professionnel dans le cadre d'une formation (continue ou non) relative à la conservation de documents en bibliothèque ou en archives. Sans qualification complémentaire, le personnel ne peut pas appliquer une méthodologie conservatoire où les ressources présentes sont exploitées avec créativité et esprit d'innovation. Pour obtenir des résultats satisfaisants les moyens complémentaires accordés devront être investis non pas juste dans des mesures conservatoires mais aussi dans une formation méthodologie du management conservatoire destinée au personnel qualifié. Die finanzielle Bedeckung für die Erhaltung von Archiv- und Bibliotheksgut im südlichen Afrika wird auch in Zukunft beschränkt bleiben. Zwar hängt die Lösung der Heraus-forderungen in der Bestandserhaltung ohne Zweifel von ausreichend zur Verfügung stehenden Finanzmitteln ab, es stellt sich aber die Frage was unter „ausreichend“ zu verstehen ist und wo Investitionen vorzunehmen sind. Eine Lösung zur Bewältigung anstehender Probleme ist in der Ausstattung der verantwortlichen Mitarbeiter mit Kenntnissen und Fertigkeiten im Collection Management zu sehen, d.h. erforderlich ist eine deutliche Anhebung der Professionalität durch Aus- und Fortbildung in Bestandserhaltung von Archiv- und Biblio-thekgut. Ohne eine derartige zusätzliche Qualifikation werden die Verantwortlichen nicht in die Lage versetzt, Ressourcen in kreativer und innovativer Weise für die Erhaltung der Bestände in Bibliotheken und Archiven zu nutzen. Die Zuweisung zusätzlicher Mittel für Erhaltungsmaßnahmen kann ohne gleichzeitige Investitionen in Aus- und Fortbildung der Mitarbeiter einer Einrichtung in die Methodik des Bestandserhaltungsm anagements nicht zu nachhaltigen Erfolgen führen.
