Does the Child Abuse Prevention and Treatment Act augment the protection of children? Difficulties in determining whether a condition is maltreatment, underreporting by professionals, reporting of conditions not involving serious risk, and low confirmation rates for reports are not reasons for an affirmative answer. The act sanctions community surveillance of family life, which reduces privacy and autonomy in child rearing. If protection of children is not greatly increased, loss of privacy and autonomy cannot be justified. Suggestions are made for revisions of the law.
