Abstract

This article formed the address given by Dr Stephen Wiseman to the Annual General Meeting of the NFER in December, 1970 when he was the Foundation's Director. The paper is published here for the first time in tribute to Dr Wiseman's work in the Foundation until his untimely death in July, 1971.
