The theoretical framework of national innovation systems constitutes an important step forward in understanding the nature of technological change and sources of national competitiveness. We argue, however, that studies of innovative activities of individual actors and related institution-building processes are incomplete without taking into account the social structures that underlie economic actions. In this paper, we develop a conceptual model that introduces the analysis of social networks into the study of technological and institutional evolutions of national innovation systems.
