The aim of this research was to carry out a detailed analysis of policymaking in the field of criminal justice in England and Wales in the quarter-century following the end of the Second World War, with a special focus on the police, the courts, penal policy and children and young persons. The research used the normal methods of empirically-oriented historians and political scientists, that is to say, it proceeded by a very thorough examination of published and available unpublished sources to build up a detailed picture of what happened, and why. 1 When this detailed picture had been assembled, it then became possible to stand back a little and try to discern and to explain some of the broad movements of policy that had taken place. The research was not expected to be of direct significance to present-day policy-makers, but it was hoped that, by throwing light on the way that policy had been shaped in an earlier (but not too remote) period, some lessons for the present could be learned. These keywords were added by machine and not by the authors. This process is experimental and the keywords may be updated as the learning algorithm improves.
