This article examines students’ perception of the English-medium instruction policy in a Hong Kong university. A survey was conducted in March/April 2014 with 606 questionnaires collected. Four factors of students’ perceptions emerged. In general, the students perceived the new language policy favourably with instrumental reasons. Variations in perceptions of the four factors were found based on the different characteristics of the students including their academic disciplines and years of study. Varying impacts of the four factors on students’ university satisfaction and intention of migration, were also noted. Positive effects on students’ university satisfaction were identified for English for career and English for internationalization. English for learning and English for internationalization had a positive effect on their intention to migrate. In addition, students’ identities showed different effects on their university satisfaction and intention of migration. The study provides implications on students’ academic performance, university satisfaction and the ‘brain drain’ issue.
