Abstract This paper presents two ways to evaluate the impact of family allowances on fertility. The first approach consists of an a priori evaluation derived from a small micro-model of fertility behaviour. Inspired by some ideas from the new home economics, and remaining as analytkally simple as possible, this model tries to describe a little more realistically, in our view, how people plan the successive births of their children. Taking into account the discrete character of individual fertility decisions, it will pay particular attention to the aggregation of these individual decisions in determining the total level of fertility and its changes in response to changes in family policy.
