Personal computers and access to the World Wide Web are now becoming a preva-lent part of our everyday lives at school, work, and home. Costs of computing are making such access more affordable, and advances in usability of computers and programs are making it easier for ordinary citizens to use increasingly sophisticated and powerful technology. In light of these developments, and the rapid proliferation of information systems that overcome barriers of place and time, the access to information objects becomes less and less dependent on where we are, who we are, and at what point in the day we use information. At the same time, although digital technologies can broaden the reach and exchange of information and ideas, there are differences in income, education status, race and ethnicity, and/or geographic region that can have broad impacts on access (National Telecommunications Infrastructure Administration 2000).
