The National Committee of Inquiry into Higher Education (NCIHE) was appointed on 10 May 1996 to make recommendations on how the purposes, shape, structure, size and funding of higher education, including support for students, should develop to meet the needs of the UK over the next two decades, recognising that higher education embraces teaching, learning, scholarship and research. The resulting reports were submitted to the Secretaries of State for Education and Employment, Wales, Scotland and Northern Ireland in July 1997. A summary report provides an overview of the Committee’s views and identifies, with commentary, the key recommendations. The reports of the National Committee and the Scottish Committee provide the full analysis, findings and recommendations. Appendices 1-5 detail the work undertaken to inform the Committee’s discussions and reports 1-14 present the work commissioned by the Committee and undertaken by others.
