This chapter will illustrate how an “outside-in” view of policy making may implement a balanced perspective for assessing sustainable outcomes through an integrated Dynamic Performance Management and Governance framework. The suggested approach builds on a relatively new domain for both researchers and practitioners: linking collaborative governance with outcome-based performance management, through a feedback view. Examples and case-studies will highlight how Dynamic Performance Governance (DPG) can enhance learning, communication, and the perception of early symptoms of crisis or performance improvement in policy design and implementation. The illustrated approach also provides the basis for developing a new professional profile that synthesizes the skills of both learning facilitators in group model building, and performance management & governance specialists. Such profile may foster visionary leaders in bridging “process” and “accountability” in cross-sector collaboration.
