Governments produce White Papers, statements and booklets in which they attempt to convince legislatures, the media, the public and public servants themselves that their reforms are significant, well-intentioned and likely to produce a variety of improvements. The community of scholars conducting comparative analyses of public management reforms is not large but, over the past decade, it has produced a number of significant studies covering Western Europe, North America and Australasia. The limitations – or downright absence – of evaluations discussed in the previous section mean that many important questions cannot be answered, or can only be answered tentatively or anecdotally, with many qualifications and reservations. One kind of 'saving' that appears relatively easy to count is a reduction in the number of civil servants.
