Abstract

Abstract Because public policy links the act1v1t1es of government with the problems of society, there are grounds on both counts for expecting America to be exceptional. Its government was founded by a constitutional compact unique in the world at that time, and American government today remains very different from the parliamentary system normal to most advanced industrial nations. The ‘new’ nation was a novel mixture of immigrants from different parts of Europe and of African slaves too; contemporary Latin and Asian immigration adds to the very distinctive ethnic mixture of American society.
