The Chono-urbanism concept associated with the 15-minute city, or 20-minute neighborhood, has gained significant prominence in urban development strategies since COVID-19. However, the focus has primarily been on mobility, with less emphasis on the cultural dynamics that foster a progressive integration between people and the built environment. This paper advocates for a well-balanced design plan that aligns the objectives of the 15-minute city with the cultural diversity found in the Telheiras neighborhood, which distinctly characterizes this area and contributes to its overall livability and sustainability. Examples include the role of ART - Associação dos Residentes de Telheiras (Telheiras Residents' Association) and Associação Viver Telheiras - Centro de Convergência de Telheiras (Living Telheiras Association – Telheiras Convergence Center), both of which engage in cultural and community activism, fostering a strong connection between the community and the neighborhood. The associations have established a cultural space where individuals can express their creativity and enhance civic participation. Consequently, the paper aims to analyze how neighborhood cultural clusters and urban design can foster the development of more inclusive, healthy, and resilient communities.
