Abstract In the context of smart cities, libraries are increasingly recognised as pivotal actors within the urban ecosystem, contributing significantly to the achievement of the United Nations Sustainable Development Goals (SDGs). This chapter investigates the transformative potential of libraries, focusing on their dual role in enhancing civic engagement and advancing sustainable urban development through innovative, community-centred services. By conducting an extensive literature review, the study analyses the evolving functions of libraries within smart cities, mapping these transformations to the SDGs to demonstrate how contemporary library services support the overarching objectives of smart city initiatives. The research delivers two primary outcomes: (1) A strategic framework designed to assist libraries in incorporating sustainability and smart city concepts into their core operations, thereby ensuring their continued relevance and effectiveness in the digital era. (2) The identification of the hybrid library model as the most effective approach for future libraries, seamlessly integrating physical and digital resources to enhance their role in civic engagement and sustainable urban growth. These findings highlight the essential role of libraries as enablers of SDG achievement within smart cities and provide practical insights for library professionals, policymakers and urban planners. Ultimately, this research underscores the critical role libraries play in fostering informed, inclusive and resilient communities as part of the broader smart city evolution.
