This paper considers variable tolls – tolls that vary according to time of day – as a possible cost-effective way to reduce traffic congestion and manage traffic demand. Some of the factors surrounding the inclusion of variable tolls into a transportation planning model are presented here and constructed as a basic version of the variable tolling section of the planning model. The basic model is used to examine how traffic flow might be impacted by simple peak and off-peak variable toll rates. Results show that variable tolls reduce the peaking of traffic, as well as overall traffic congestion and travel delay.
