The distinctive features of the British system and these developments are set out to assist comparison. Among the themes covered are: • Does agencification remove the day-to-day involvement of elected ministers? • How has the issue of policy advice relating to agency programmes been handled? • What is the relationship between managers in agencies and other civil servants in the host department and core executive departments? • Has agencification limited the capacity of the new Labour government to carry out policy change?
