Age friendly, but for whom? Socio-spatial heterogeneity in functional and symbolic meanings of concessionary fares and priority seating in Hong Kong

Abstract

This study examines how older adults in Hong Kong engage with age-friendly transport policies, focusing on concessionary fares and priority seating in a context of rapid population aging and pronounced socio-spatial inequality. While such interventions are widely implemented to reduce mobility barriers, their impacts remain uneven and insufficiently understood across different social and spatial groups. Using survey data from 3,326 older adults collected at a pivotal policy juncture, shortly after the introduction of priority seating and before the implementation of fully subsidized fares, the analysis investigates both behavioral responses to fare incentives and stated preferences for transport improvements. The results reveal systematic socio-spatial differences in both behavioral responses and stated preferences. More affluent older adults and those living in well-connected areas are more likely to adjust their travel to benefit from concessionary fares, while disadvantaged groups face constraints related to accessibility and journey complexity. Preferences for transport improvements also vary by mobility, housing, and household status: older and less mobile individuals prioritize safety, capability, and seating; more mobile or affluent groups emphasize system functionality; public housing residents attach greater importance on affordability and priority seating; and respondents identifying themselves as household heads are less likely to prioritize priority seating. These findings show that transport interventions are not interpreted solely in functional terms but also carry symbolic meanings related to independence, entitlement, and reliance on support. As a result, ostensibly universal policies may reproduce inequalities or fail to meet diverse needs. The study highlights the importance of moving beyond one-size-fits-all approaches and calls for more context-sensitive, differentiated strategies in age-friendly transport planning.
