Regulação local: problemática e ensaio de observação

Abstract

The changes in State action and the role played by industrial clusters have strengthened the meaning of local regulation in the debate about development. Based on field research in an area of garment production of the southern part of Santa Catarina State, this article approaches conceptually the subject of local regulation and discusses the attached possibilities to the reproduction of local and regional structures of production and to promote their development. The text presents the main issues referring to local regulation; points out that industrial clusters are a privileged domain for its operation; and looks into the situation of the indicated area of garment production in face of the challenges of globalization. In the final comments, it is argued that policy initiatives aiming at the promotion of industrial regional structures should always take the territorial dimension of regulation into account.
