The Omani government in its statement of policies recognizes the role of English as an effective tool for modernization. Student teachers of English language teaching (ELT) prepared domestically by the only state-owned university in Oman, Sultan Qaboos University (SQU), have been affected by the English language policy implementation by the government. Research and literature about language policy and planning have been built to a large extent on the premise that as a scientific enterprise, language policy and planning is the responsibility of the government. The question of policy implementation is a sophisticated, complex, fragmented, conflict ridden and unstable one. This is a study of the construction of ELT in the Sultanate of Oman. It looks at the various discourses on language and language planning constructed by numerous people involved in the field of ELT in the Sultanate. It examines how these discursive constructions and their ideologies influence the preparation of initial language teachers at SQU.
