The analysis by Riggs and Thompson of the shortcomings of public administration in developing countries are discussed. Thompson advocates some kind of organic model for these countries as opposed to the varieties of the mechanistic model which developing countries usually try to follow. In fact the cultures in developing countries do not permit either mechanistic or organic organizations to work efectively. Hypotheses are advanced on the differences in organizational loyalty and on the efects of formal and informal organization between developing and developed countries.
