This article looks at some of the inherent problems in comparing the differing approaches to liberalization across the Atlantic and examines the claim for the superiority of the EU approach. It is important for many former communist states and countries of the developing world now seeking to liberalize their transport markets that they pursue the most efficient reform strategies. Initially, there is a brief account of some of the respective theoretical pros and cons of incrementalism and radical reform as liberalization processes. This is followed by an outline of the regulatory changes that have taken place in the U.S. aviation market and, in more detail, within the EU over the past twenty years. These developments in EU and U.S. markets are then considered against the background of the respective attribute of incrementalism and Big Bang therapy. This is done both in terms of the legitimacy of making a comparison between the two markets and with regard to the actual situations that have emerged.
