Slavin, Madden, Karweit, Dolan, and Wasik (1991) write of a mythical town where 30% of the children were falling ill from contaminated drinking water. Many became permanently disabled; many died. The town spent millions for the medical care of these victims. At one point, a town engi neer proposed building a water treatment plant that could virtually eliminate the ill nesses. The town council rejected the propos al as being too expensive, because funds would not then be sufficiently available to treat current victims and because some 70% of the children never fell ill.
